Backdoor Appointments in TTD

Back Door Appointments are gaining momentum in TTD. Flouting
rules and regulations in force, TTD Board Members, who master
the art of Vote Bank politics try to regularize their own
people through back door means. Modus operandi is very simple,
just push in own people as contractual staff and then regularize
them within some months. As a part of this scheme, a plan
is readied to regularize numerous contractual workers now
working in TTD's Accounts and E booking department. A file
with proposal is under preparation to get this proposal okayed
during the next Board Meeting. Some contract staff are working
in Accounts and E booking departments of TTD through 'Whotech
Computers' an outside agency. There is no connection with
TTD to these contractual staff nor to this agency except system
of 'outsourcing'. Hundreds of such staff work under this agency.
A board Member proposed to regularize these services. As far
as legality of proposal is concerned, Government Approval
is not sanctioned to IT department in TTD. Though Board sent
proposal for IT related posts in 2004, Government not yet
responded. In these circumstances, the proposal to regularize
these contractual employees gains significance. In addition
to IT, some work in Transport and Security departments also.
Board desires to regularize them also. A ban is existing on
new posts in TTD, but regularizing own people through backdoor
means would deprive the opportunities of real unemployed.
