Not only backdoor postings and appointments, promotions to own interests are also on jet speed. Just ignoring the seniority, promotions are offered to those who are close to officials. GO No 1060 stipulates the promotional posts to 10% staff and others on fresh appointments, but in order to 'protect' 'own interests' GO's or Judgments are not coming in the way to these people. 83 Lower Division Clerks promoted as UDC Stenos two years back, which means 747 new recruits are to be posted as per Rule Book.
The GO further stipulate that after working as UDC steno for three years they have to work as UDC incorporating their names in the bottom of the UDC's seniority list. But this is clearly being flouted since most of the UDC stenos work under officials and in order to please them, officials promote them against norms. Four UDC stenos recently promoted as Superintendents depriving many a UDCs who are working as such years together.
Court in its judgment directed to send back these illegal promotees to implement GO 1060 stirctly. But officials not only responded to the court's order but promoted a Junior UDC Steno as Superintendent, and a plan is underway to promote 12 such people. A report seeking opinion of Standing Committee as to how to respond to the Court's order is kept under raps and the opinion of Standing Committee will be known only after promoting 'OWN' people. Working with TTD officials is the only qualification for the promotions according to deprived staff. None bothers about these irregularities. Seniority lists are to be published every year, but to give preference to 'OWN' men, the seniority lists are published since the last ten years.
